Yes, Judge Laroche may write the letter. Again, it must be based on her personal observations as to Jennifer’s professional expertise and may be written on the court letterhead. Before Judge Laroche writes the letter of recommendation she should advise Jennifer that she must let all counsel with whom she has a pending case know that she has requested a letter of recommendation from Judge Laroche and Jennifer must confirm that none of those counsel had any problem with such a letter being sent.
