CJC Canon 4(C) provides in part that judges may make recommendations to public and private fund granting agencies and programs concerning the law, the legal system and the administration of justice.

Even though the judge may write the letter, the comments should be confined to matters about which the judge has personal knowledge, such as any connection between the judge’s court and the detention facility or the general need for a new detention facility in the county. (Opinion 01-9)
