Judge Edward L. Fleisher

Judge Edward Fleisher was raised in Seattle. He attended Lakeside high school in Seattle, attended the University of Washington for his B.A. and then his Juris Doctorate in 1974. Judge Fleisher completed a post-graduate training at Harvard University’s John F. Kennedy School of Government in 1988.

Judge Fleisher’s legal career started with the Legislature. Judge Fleisher diligently served the State of Washington, rising through the ranks of Washington government to become a preeminent attorney in the legislative and executive branches. Judge Fleisher has held top legal positions in all three branches of government: serving as legal counsel to Governor Mike Lowery; he served as the attorney for the House Ways and Means Committee; and served as legal counsel to three speakers of the State House of Representatives. As speaker’s counsel, Judge Fleisher drafted and helped shape legislation in all major policy areas, such as crime, education, economic development and transportation. He ruled on questions of legislative procedure, and reviewed all legislation passed by House committees.

As counsel to the Governor, Judge Fleisher was a key policy advisor reviewing legal documents, developing legislation. He also served on many boards and commissions: Judge Fleisher advised the Governor’s Regulatory Reform Task Force and Commission on Ethics and Campaign Practices, Higher Education & Health Care Finance Authorities, the Regulatory Reform Task Force, the Citizens’ Commission on Ethics and Campaign Practices, and the Clemency and Pardons Board.

Judge Fleisher was appointed to a newly opened position at Division Two by Governor Lowery in 1995. After serving for a year on Division Two, Judge Fleisher continued his service to the State by becoming the Director to the Lottery Commission in 1996.
