Judge Hugh H. Evans

DIVISION III, POSITION 1

August 18, 1969–July 31, 1972

Appointed by Governor Evans; Retired

Judge Hugh Evans was one of the original 12 judges of the court of appeals, appointed by Governor Dan Evans in 1969. Judge Evans, along with Judges Munson and Green, was sworn in on August 18, 1969 and began hearing cases less than one month later. Judge Munson was the only Division III judge who lived in Spokane at the time of appointment. He was selected as the division’s first chief judge and was tasked with finding a location for the court and a court clerk. He served on the court until his retirement in 1972. After his retirement, Judge Evans continued to serve various divisions of the court of appeals as a pro tem judge.

Before joining the bench, Judge Evans was Spokane County’s elected prosecutor. During his tenure, plea bargains were unheard of. Judge Evans considered it out of the question to deal cases. Nevertheless, Judge Evans was a compassionate man. He served on the Superior Court bench from 1956-1969. During his time on the trial court, Judge Evans presided over the case of a juvenile charged with first degree murder. He accepted a plea from the young man to second degree murder. When asked why, Judge Evans was prescient. He remarked that youth and capacity for change were reasons to allow a lesser charge.

Judge Evans died in 1981 at 75.
