Judge Marshall Forrest

Judge Marshall Forrest first served the Court of Appeals from 1989-1993, having served as a pro tempore Court of Appeals judge in 1987. Prior to being elected into Court of Appeals, Judge Forrest served as Whatcom County Superior Court judge–elected three terms without opposition.

He graduated from the University of Chicago Law School, cum laude, order of the coif. Judge Forrest taught business law part-time at the University of Washington, before moving to Bellingham in the fall of 1948. Prior to judicial career, he carried on a general practice first with Jack Rowles and subsequently with Bob Sherwood.

Serving in Whatcom County Superior Court was rewarding to Judge Forrest, but the Court of Appeals was the most enjoyable part of his professional life. He came across intellectual challenges, capable and friendly colleagues, and the chance to try to harmonize precedent and justice.

A veteran, Judge Forrest served as Captain in the Army, receiving WWII expeditionary medals. He served as a 42nd District Washington State Representative, and was appointed to Governor Gary Locke’s Gambling Commission. Judge Forrest also sat on the Board of Trustees of Western Washington University, the Bellingham Chamber of Commerce, and was a member of the Board of Bar Examiners. His legal heroes are Holmes, Brandeis, and Brennan.

Judge Forrest recently celebrated his 101st birthday, and currently resides in Medford, Oregon.
