Yes, CJC Canon 2 and CJC Canon 4 permit Judge Sung to be a regular or honorary member of a local bar association and belong to a particular section of that association even though the association takes positions on and is involved in legislative efforts subject to the following conditions:

  1. A judicial officer may participate in the association’s or section’s legislative efforts to the extent permitted by CJC Canon 4(B) but may not take any public position on those matters that do not involve the law, the legal system or the administration of justice.
  2. Judge Sung should advise the local bar association that it needs to make clear that judicial members do not participate in legislative matters on any matters that do not involve the law, the legal system or the administration of justice except to the extent permitted by CJC Canon 4(B).
