A law school foundation proposes to administer a scholarship which will be awarded in Judge Hughes' name.

The judge will not solicit funds for the scholarship and the judge will not be made aware of the names of persons or organizations that either contribute to the fund or decline to do so. Funds will not be solicited from the general public but rather from interest groups identified by the foundation who support the goals of the scholarship fund.

The foundation will also sponsor a reception announcing the scholarship. The reception is not a fundraising event.

May Judge Hughes permit a law student association to establish a scholarship fund in the judge’s honor? If so, may Judge Hughes attend a reception announcing the inception of the scholarship?
