GENERAL ORDER 99-1
IN RE APPRECIATION OF JUDGE RALPH ARMSTRONG

     WHEREAS, Ralph Armstrong, a judge of this court from its beginnings in 1969 until his retirement in 1975, who had earned previous recognition as an outstanding attorney and superior court judge in Cowlitz County in the State of Washington, passed away on November 12, 1998; and

     WHEREAS, we, the members of the Court of Appeals, together with its commissioners, clerk, staff attorneys and other employees, desire to give permanent expression of the respect, affection and esteem in which we held Judge Armstrong;

      NOW, THEREFORE, be it ORDERED:

      THAT this ORDER shall memorialize the commitment to excellence and high moral standards that guided Judge Armstrong's life; his remarkable devotion both to the practice of law and to his family; his widely praised legal ability; and the principles of fairness and justice that characterized his service on the bench;

      THAT the death of our fellow judge has caused an irreplaceable loss to us personally and to the State of Washington;

      THAT we mourn his loss and extend and express our deepest sympathies to all members of his family;

      THAT this ORDER shall be made a part of the permanent records of this Court.
