AUTHORITY


As an independent branch of State Government under Article IV of the Washington Constitution, it is the duty of the judiciary to procure, prepare, negotiate, and process business and other transactions involving judicial entities.
Chapter 2.56 RCW.

OVERVIEW


AOC MSD - Contracts Office drafts, reviews, and negotiates all contracts between AOC and vendors, state agencies, and other government entities.  The Contracts Office ensures that all contracts are properly awarded and negotiated in good faith with a goal of having a final contract that is executed in the best interest of the public, AOC, and the Washington Courts.

The Contracts Office also supervises and coordinates all procurements to ensure proper procedures all followed.  The goal is to seek competition in an orderly and defined manner, where the choice of supplier is determined by the anticipated price of the acquisition, by taking into account product functionality, delivery conditions, payment terms, supplier performance and capabilities, and other factors as described in the solicitation.

The Contracts Office maintains its own database called the Judicial Contract Tracking System (JCTS) The JCTS tracks contracts, leases, licenses, and grants for the participating Judicial Branch Entities.  The JCTS records information entered into its database and provides reporting mechanisms.

CURRENT TRENDS


AOC has written close to 600 contracts in fiscal year 2009.  The contracts involve every aspect of AOC's effort to meet its mission statement of enhancing the efficient operation of Washington Courts.  Some examples are interpreter contracts, judicial training contracts, maintenance of technology contracts, and staff training contracts. 

Under the direction and guidance of the Judicial Information Systems Committee, AOC - Information Services Division continues to contract with several vendors in its effort to maintain and enhance the Information Systems used by Washington Courts.  This enhancement will continue over the next few years requiring future procurements and contracts.
