SYNOPSIS: Koenig seeks access to two investigative reports under the Public Records Act. The Bainbridge Island Police Guild seeks to prevent access in order to protect the investigated police officer’s identity in connection with an unsubstantiated allegation against him. This court must decide whether a prior release of a public record, and subsequent media coverage, defeats a present objection to disclosure of the report, and if not, whether any portion of the report is exempt from disclosure in order to protect the officer’s identity. |
