SYNOPSIS: The Washington legislature refunds one percent of the motor vehicle fuel tax revenue to off-road vehicle, nonmotorized, and nonhighway road recreational users each year. In 2009, the legislature appropriated a portion of this refund for State Parks. The court must decide whether this appropriation was constitutional.

SYNOPSIS: Pierce County deputies found marijuana in Dara Ruem's home while attempting to arrest his brother, who was not present. The court must decide whether deputies were required to warn Ruem that he had a right to refuse consent to search for his brother.
