SYNOPSIS: The court considers whether public utility districts are authorized to condemn school lands and, if so, whether the particular school lands at issue in this case are exempt from condemnation either because they are held in trust or because they are dedicated to a particular use insofar as they are presently used for cattle grazing. The court also considers the propriety of Conservation Northwest’s intervention in the case.
