"The Liaison Committee shall exist to provide assistance in the resolution of disputes which may, in the course of a legal proceeding, arise from conflicts between a litigant's right to a fair trial and the news media's right to observe and report that proceeding. It shall be commonly known as the 'Fire Brigade.'"
